San Bernardino County Voluntary Organizations Active in Disaster (SBCOVOAD) is a whole community network of non-partisan membership organizations that serves as the forum to share knowledge and resources throughout the disaster cycle – preparation, response, recovery and mitigation – to help communities prepare for and recover from disasters.  Further, SBCOVOAD is to foster efficient delivery of available member resources to persons with unmet needs affected by disaster.
SBCOVOAD adhers to these guiding principles:
  • Communication - To increase disaster preparedness of organizations and community members through training and exercises;
  • Cooperation - To promote cooperation among organizations and individuals active in disasters throughout San Bernardino County;
  • Coordination - To facilitate coordination among our member organizations and government partners in order to improve disaster-related services;
  • Collaboration - To work together to strengthen partnerships, achieve specific goals, and undertake projects in preparation for and response to disaster;
  • Education - Provide training and encouraging increased awareness and preparedness in each participating organization; meeting with civic groups, governmental bodies, and any other organizations to inform the public throughout San Bernardino County.  Share information related to public policies that affect disaster response, and increasing awareness of issues that may affect disaster relief.

How Does SBCOVOAD Get Activated?
SBCOVOAD members do not self activate.  San Bernardino County Fire Office of Emergency Services and City Emergency Managers can activate SBCOVOAD.
